6.1 Review by District Energy Committee
Planning and Monitoring are two sides of the same coin. Make a plan, implement it and then check whether the implementation is according to plan. This is especially true for the district energy plan. Since there are so many communities, VDCs and specialized agencies involved, one organization has to keep track of progress and constantly check it against the plans. As the district energy office, this responsibility falls on the DDC: REDS. DEC can also play an important role as it brings together all energy-related agencies in the district. Thus the DDC: REDS should ensure that the DEC meets after every quarter of a year and thoroughly review the progress made and difficulties in implementing the district energy plan.
6.2 Ilakha Review Workshop
The ilakha forms an important unit in the district planning process. It serves as an important basis for inter-VDC projects. As noted earlier, in the ilakha planning workshop inter-VDC projects requiring district level support are presented and discussed. The workshop where the chairpersons of the VDCs in the ilakha, DDC chairpersons and members, line agency representatives take part, has a representation which can both identify projects and take part in resource allocation. The projects recommended by this workshop eventually form the district energy plans. Thus an ilakha review workshop is the logical forum to discuss the progress, achievements and impacts of energy projects in the ilakha as well as identify and help to rectify possible bottlenecks. The DDC: REDS must ensure a thorough review of energy projects at the ilakha level.
The feedback from the quarterly DEC review and the annual ilakha review will provide valuable input for the planning in the coming year.
