Policy and regulatory framework for Rural Energy developed
A holistic 'Rural Energy Development Sector Policy' targeting overall development objective of poverty alleviation is formulated and operationalized by 2006.
Activities:
- Organize workshops, seminars and consultative meetings to refine rural energy policy document.
- Finalize RE Policy document
- Facilitate adoption of RE policy by the government.
Output 2:
Institutional structure and operating procedures in support for Rural Energy established.
Strong and well functioning decentralized institutions are essential for the sustainability of the program. Recognizing this need, the program targets to establish and operationalize rural energy institutions at the central and local levels.
By 2006 at the centre level 'Rural Energy Development Agency' is established. At district level Rural Energy Development Section (REDS) in DDC, District Energy Fund (DEF), Community Energy Fund (CEF) and District Energy Committee (DEC) are established and strengthened in all 25 districts by 2006. Existing and separate network like DENET and NAVIN are institutionalized and further strengthened. District Rural Energy Plan for all 25 districts is prepared and operationalized. .
Activities:
- Organize workshop, seminar, and consultative meetings with concerned agencies and stakeholders to finalize and operationalize the institutional mechanism for Rural Energy Development Agency
- Facilitate DDC to establish DEC, DEF and CEF to recruit Energy Development Officer and other staff for REDS.
- Facilitate DENET to organize meeting, workshop and discussions and strengthen ADDCN and support NAVIN to prepare guidelines and networking for internalization of the rural energy.
- Support DDCs in preparation of District Energy Situation Report, District Energy Plan and Annual Rural Energy Plan and Program.
- Prepare Annual Rural Energy Plan and Program and support DDCs to sign MoU for funding with AEPC and DDCs.
Output 3:
Joint program of HMG with funding from the WB and UNDP implemented for up-scaling rural energy systems.
Women and men of 150 VDCs organized into various Community Organizations (COs) and Functional Groups (FGs) for integrated rural energy system. Micro hydro schemes (with 3MW installed capacity) and micro watershed management activities are undertaken by communities of 150 VDCs. Every year 50 MH schemes and as many as possible/need based biogas plant with toilet attached and solar home system are installed till 2006.
Activities:
- Identity Support Organization (SO) to mobilize and aware people about rural energy systems and multiple uses of water resources. And organize people into various functional groups including micro hydro, income generation, environment management, natural resources management etc.
- Support communities of program VDCs in identification and study of micro hydro schemes and preparation of detailed project report.
- Appraise technical and financial viability of MH schemes submitted by DDC: REDS.
- Support the communities to install micro hydro schemes.
- Support the communities to mobilize Government of Nepal subsidy for installing toilet attached biogas plant and solar home system (SHS)
- Support the communities for micro watershed management activities.
- Support the communities of program VDCs to undertake Environment Assessment study for MH scheme.
- Support the communities to establish and operate botanical resource center (nursery) and plantation.
- Support in launching environment and health and sanitation awareness campaigns at district and community levels.
Output 4:
Capacity of community, district and central level institutions developed for rural energy systems development and implementation.
Human resources development package to enhance the capacities at community, district and central levels is developed and implemented. Women and men of 150 VDCs are trained on sustainable operation and management of rural energy systems.
Activities:
- Organize training on community mobilisation for mobilisers, institution development for COs, account and bookkeeping for COs, MH Operators, MH managers, MH operators refresher, MH manager refresher, agro-processing mill operator, MH manufacturer, Improved Cooking Stove, Rural Energy Service Center personnel, nursery establishment and management, agro-forestry, entrepreneurs development for COs, income generation, gender orientation and mainstreaming for CO/VDC/DDC/DEC, in-service training for program personnel.
- Organize in-country study tours for CO/FG members and DDC/VDC/DEC personnel and external tour.
- Organize workshops to review the program every quarter at the regional level and yearly at the national level. And also for decentralized energy planning at district and ilaka levels.
Output 5:
Rural energy support services established with the involvement of private sectors.
Rural Energy Service Centre (RESC) established and strengthened in all program districts.
Activities:
- Identify private sector mechanical workshop or entrepreneur and provide technical and financial support for repairing and maintenance of microhydro and other rural energy technologies to establish RESC in all program districts.
Output 6:
Lessons learnt on efficiency of the rural energy technology and impacts on women and men.
Efficient renewable energy technology and end uses technologies developed and their impacts on women and men and socio economic and environment are documented.
Activities:
- Support R&D on renewable energy and end uses.
- Undertake monitoring and evaluation activities involving communities, local government bodies and central government.
- Conduct gender assessment and financial and public audit exercises
- Establish documentation units in all program districts and at the centre.
