Institutions Development - Government, Elected Bodies, NGOs and Private Sectors


Alternative Energy Promotion Center (APEC), an autonomous body under the Ministry of Environment Science and Technology (MoEST) is the National Executive Agency (NEA) and the Executive Director will be the National Program Director (NPD) for the program. A three tier management unit is formulated for effective service delivery of the program.

At Central Level

Program Management Committee (PMC) is constituted under the leadership of the Executive Director of AEPC. Other members in the Committee are represented from the institutions listed below.
  1. Ministry of Local Development
  2. National Planning Commission
  3. Ministry of Finance
  4. District Energy Network (DENET)
  5. Association of District Development Committee of Nepal (ADDCN)
  6. National Association of VDCs in Nepal (NAVIN)
  7. UNDP
  8. Representative from Local NGO
  9. National Program Manager (NPM) of REDP as Member Secretary
The high level committee makes decisions on program implementation including the development of necessary implementation guidelines.

The Working Committee (WC) is formed to make decisions on day to day actions during implementation of the program. It is constituted of NPD, NPM and Programme Officer of UNDP.

District Level

District Development Committee (DDC) is the focal agency in the district. A Rural Energy Development Section (REDS) is established under the DDC. Energy Development Officer (EDO) is hired in each program district and heads the REDS. District Energy Committees (DECs), District Rural Energy Management Committee (DREMC) and District Energy Fund (DEF) are created for coordination, planning, resources mobilization and implementation of activities.

Regional Energy Advisors (REAs) provide advisory services and monitor the activities and serve as a link between the district and central level.

Community Level

Self governing Community Organizations (COs) and Functional Groups (FGs) are formed through community mobilization process. At least one male and one female from beneficiaries' households are members of the COs. All decisions in COs and FGs are made on consensus basis and the activities are carryout out in a transparent and inclusive manner.

DDC and the COs FGs sing the Memorandum of Understanding (MoU) outlining the approved activities, the budget, the implementing modalities, monitoring and evaluation, reporting, financial management and auditing.

COs FGs sign a sub-contract with pre-qualified private companies for the supply and installation of electro-mechanical equipment of micro hydro plant and other rural energy system. After six months of commission of the micro hydro plant, the management could be converted into microhydro cooperative wherever applicable.

A qualified local NGO is sub-contracted as the Support Organisation (SO) by the DDC for community mobilization works in the program VDCs.
