Participatory Planning and Implementation

REDP adopts decentralized participatory bottom-up planning process at all stages of the project. Beneficiary community members participate in planning and implementation phases of the project. Consequently capacity building of community members is strong and the technologies are well accepted by the communities.

Need Assessment

A participatory exercise to assess the energy situation and needs of a district is carried out by DDC: REDS. For this, data from various primary and secondary sources are collected and processed and prepare a District Energy Situation Report. VDC leaders are oriented and sensitized on role and importance of energy in community development, brief on status of REDP and rural energy technological innovations.

Planning Process

A three tier planning process is followed by the programme. The process starts at the community level and ends at the district level.

Community Level Planning

The VDC chairperson and the respective ward chairperson facilitate the communities in the ward to identify energy-related problems, agree on possible solutions and prioritize the projects thus identified with respect to importance, feasibility and ease of implementation.

VDC Level Planning

All the energy projects identified at the community and ward levels are compiled and categorized into three categories:

Category 1: Projects that can be implemented at the community or ward level.

Category 2: Projects that can be implemented at the VDC level, and

Category 3: Projects that require external support.

District Level Planning

DDC: REDS drafts the annual plan and program of the district after discussions with related local bodies, line agencies, SOs or NGOs. The draft is submitted to the District Energy Committee (DEC) and to DDC Coordination Committee for feedbacks. The final plan is approved by the District Council.

District Energy Plan and Programs

Annual Plan and Program and Five year plan is prepared by the DDC:REDS.
